No, circumcision has nothing to do with the size of a penis. If you want to know about penis angles, go to the research gallery on this site. It reports my research and Kinsey's on angle. The bottom line is that about 2/3 of penises have an angle above horizontal. If you want to see a really high angle, look at the 19 year old man on page 11 of the soft-hard gallery.

Here are my photos. i'm soft in the second pic (taken from above), it seems when i'm hard, my penis hangs to the left.

I think you are uncircumcised. However, sometime partial circumcisions are done, and that might be the case for you.

I don't think there is any specific evidence confirming that daily masturbation keeps a penis "in shape." However, it does appear to be important to have frequent erections in order to maintain the ability to continue to have good erections - a kind of use it or lose it syndrome. This is confirmed by the fact that your body spontaneously creates 4 to 6 erections per night depending on how long you sleep. These erections have little or nothing to do with erotic dreams but rather seem to be for the purpose of stretching the tissues in your penis and richly supplying them with blood.

No, your high angle shouldn't hinder sexual performance. In fact a high angle is especially well suited for face-to-face heterosexual intercourse. And as for impotence I don't think there is any evidence of a relationship to any particular angle. But since angles tend to get a little lower with age, it's nice to start high.
